The Safety and Security Officer Float is responsible for maintaining a safe, secure, and orderly environment for patients, visitors, and staff across assigned business units and locations through consistent demonstration of vigilance and situational awareness. This position performs routine safety and security functions, including patrols, monitoring of facilities and systems, access control, incident response, and alerting higher authorities. The Safety and Security Officer promotes customer service, supports emergency preparedness, and responds to andaddresses situations of heightened concern or distress using approved de-escalation techniques.

During incidents or emergency situations, the Safety & Security Officer monitors operations and advises the Incident Commander (IC) or Unified Command on all matters related to operational safety, including environmental, health, and personnel safety considerations.

Essential Functions:

Safety Officer Float Role:

  • Receive and respond to float assignments as directed by the Lead, Manager, or AVP, including assignment notifications, reporting locations and times, and travel instructions. Maintain flexible availability to support operational needs and travel to alternate sites or locations as required, coordinating with designated contacts to provide safety and security coverage where support is needed.
  • Promote the safety, welfare, and accountability of staff, patients, visitors, and contractors during routine operations and incident response.
  • Exercise emergency authority to halt unsafe actions or conditions when necessary.
  • Investigate or coordinate investigations of accidents, injuries, near-misses, or safety incidents; prepare timely and accurate reports.
  • Assist in the conducting and documentation of quarterly Environment of Care (EOC) reviews, including fire safety, electrical systems, housekeeping, storage, infection prevention, biohazardous materials, emergency preparedness, buildings, grounds, and equipment, utilizing the RiskQual HAS Event reporting system.
  • Perform safety analyses and communicate identified risks and corrective actions to leadership or incident personnel through briefings and documentation.
  • Determine the need for subject matter experts or technical specialists to advise on or oversee unique safety issues or hazards, such as HAZMAT, infectious disease, confined space, etc.
  • Receive assignments, reporting instructions, and reporting details (location, time, travel instructions) from HCD Leadership to support operational or emergency needs as needed across HCD business units including responsiveness during Emergency Codes.
Security Officer Float Role:
  • Conduct scheduled and impromptu patrols, walk-throughs, and security inspections of buildings, grounds, and parking areas.
    Respond to incidents in a timely manner and utilize verbal de-escalation and CPI-based techniques to manage agitated, distressed, or disruptive individuals.
  • Contact and coordinate with Law Enforcement, Fire Departments, or Emergency Medical services when necessary and in case of emergencies.
  • Monitor surveillance camera systems and investigate, report, and follow-up on suspicious activity on the property.
  • Ensure only authorized individuals access restricted or secure areas.
  • Serve as a liaison between patients, visitors, and staff by providing directions, guidance, and calm assistance upon arrival and throughout the visit.
  • Respond to and maintain presence during behavioral health crises, including patients under involuntary hold (e.g., Baker Act), in coordination with clinical staff and in accordance with organizational policy.
  • Can subdue unruly, aggressive, and/or Baker-Act patients as instructed by medical personnel.
  • Escort terminated employees, trespassers, or unauthorized individuals from the premises in a professional and respectful manner.
  • Provide escorts to various parts of the business unit as needed during after-hour operations.
  • Maintain order in lobbies and waiting areas to prevent injuries, disruptions, or escalation by enforcing HCD policy and procedures.
  • Interface with vendors, contractors, and service providers performing work on-site.
  • Inspect, receive, and distribute deliveries; identify and report suspicious packages or signs of tampering.
  • Assist with traffic and pedestrian flow in parking lots and garages as needed.
Patient Flow & Operational Support Responsibilities:
  • In Community Health Centers where applicable, assist patients with queue management ticketing system, Q-Flow Solutions, to streamline registration check-in process and avoid long visitor lines.
  • In Community Health Centers where applicable, direct patients to Pre-Registration Phreesia kiosks or assist with completing pre-registration via smartphone or tablet when applicable.
  • Support clinic flow and access while maintaining patient confidentiality in compliance with HIPAA rules and regulations.
  • Assist patients and visitors by directing them to the appropriate resource for assistance and providing assistance if reasonable.
Incident Command & Emergency Operations:
  • Maintain reliable radio and communication equipment during routine operations and active incidents.
  • Communicate safety-related operational updates to HCD Leadership.
  • Obtain necessary resources and equipment through designated channels.
  • Complete required forms, logs, and operational documentation accurately and proactively.
  • Participate in as needed pre- or post-shift briefings and provide transitional handoffs to incoming personnel.
  • Respond promptly to incidents with assigned equipment and securing the scene until properly relieved.
Training & Professional Conduct:
  • Selected officers may become Certified CPI Trainers to provide crisis prevention and de-escalation training for staff.
  • Demonstrate professionalism, objectivity, and respect in all interactions.
  • Contribute positively to team dynamics and organizational culture.
  • Maintain a clean, orderly, and professional work area.
  • Perform other related duties as assigned, including identifying and reporting hazardous conditions.
Qualifications

Education:
  • High School Diploma or a GED; Associates Degree preferred.
Experience:
  • 3+ years of experience as a Safety and/or Security Officer; Healthcare experience preferred.
Licensure:
  • Valid Driver's License required.
