Program Analyst (Geospatial)

Description:

ITCON is seeking a Program Analyst with strong skills in strategic planning, reporting, data governance, and federal geospatial policy alignment. This role supports our federal customers' enterprise-level initiatives, focusing on GDA performance reporting, strategic program tracking, and cross-agency coordination - ensuring that geospatial investments, applications, and data align with USDA's enterprise geospatial strategy.
You will work closely with federal mission-area stakeholders to coordinate reporting, analyze enterprise geospatial activities, and support governance processes that advance geospatial maturity and compliance obligations.

Key Responsibilities

  • Support customer compliance with the Geospatial Data Act (GDA), including data maturity assessments, lifecycle documentation, and supporting required submissions.
  • Maintain reporting structures for enterprise geospatial governance, including project planning summaries, application development updates, and customer support and reporting.
  • Develop clear, concise program reports aligned to customer performance standards for timeliness, accuracy, and quality.
  • Assist agency leaders in preparing materials for quarterly mission-area engagements.
  • Support enterprise geospatial strategy by tracking progress against strategic objectives (e.g., interagency cooperation, business engagement, and community empowerment).
  • Support application governance activities, including provisioning/de-provisioning of software licenses, user accounts, and service access.
  • Assist in documenting processes and supporting enterprise governance frameworks across data standards, application lifecycle, and geospatial platform usage.
  • Provided business analysis support for geospatial IT projects, including task tracking, schedule monitoring, and documenting project progress.
  • Serve as a liaison between technical teams and mission-area stakeholders to ensure accurate and timely updates, status reports, risks, and follow-up actions.
  • Support facilitation of meetings with government stakeholders.
  • Assist with the maintenance and organization of geodata, ensuring metadata adherence and currency in alignment with GDA requirements.
Required Skills and Qualifications
  • Bachelor's degree in Management, Public Policy, Information Systems, or related field preferred.
  • 5+ years of experience supporting federal program analysis, IT governance, geospatial programs, or data compliance efforts.
  • Knowledge of geospatial data lifecycle, geospatial metadata standards, and enterprise geospatial governance frameworks.
  • Strong analytical, organizational, and reporting skills, especially in federal program environments.
  • Demonstrated experience preparing executive-level reports, dashboards, and strategic summaries.
  • Excellent written and verbal communication skills, with the ability to present complex program information in clear and actionable formats.
  • Experience with federal government customers and collaborating across diverse stakeholder groups (technical, business, and program).
Desired Skills and Qualifications
  • Experience working with geospatial technologies (Esri Enterprise, ArcGIS, StoryMaps, metadata systems, etc.).
  • Understanding of federal enterprise data standards.
  • Knowledge of Agile or project management frameworks.
