Introduction

The Department of Health Services (DHS), Division of Care and Treatment Services (DCTS) is recruiting to fill a full-time Electronic Health Records (EHR) Training Administrator position within the Office of Electronic Health Records (OEHR).

DCTS manages and supports seven care and treatment facilities for people living with psychiatric disorders and intellectual disabilities, community mental health and substance use services, community mental health and substance use treatment services for people in the criminal justice system, and the protection of client rights for people receiving services for intellectual disabilities, mental health, and substance use.

This position may be headquartered at 201 E. Washington Ave. in downtown Madison or at the Mendota Mental Health Institute (MMHI) at 301 Troy Dr. on the north side of Madison. This position can work remotely most of the time but will be required to report to the headquarters office location based on training or operational need. Occasional travel to DHS health care facilities and offices throughout the state may also be required.

Position Summary

As the OEHR Training Administrator, you will be a part of the EHR training team which is responsible for developing and delivering effective training and learning management to users of the Oracle Cerner Millennium Health Record system, also referred to as the DHS Connect System or EHR. Responsibilities include:
  • Providing guidance and technical support for the DHS Connect system. This includes supporting activities such as designing and developing training courses for classroom and virtual learning activities, deploying and managing course content, developing effective training materials, and conducting knowledge transfer assessments and continuous post-implementation training needs.
  • Assisting with the technical configuration functionality for system design and workflow within the EHR system and collaborating with information technology staff at our health care facilities and the DHS Bureau of Information Technology Section to manage division-wide user profile and access.
  • Recommending policy and procedure revisions and strategies that improve the quality and practical use of the EHR system. You will actively participate in division-wide initiatives and effectively contribute to the system configuration concerns of users, providing innovation, direction, guidance, and consultation. You may lead or coordinate conversions, application system testing, and documentation of system procedures.
  • Developing reports and coordinating data analysis and quality improvement projects with a wide variety of users.
  • Providing project coordination services including documenting and analyzing business requirements, overseeing project timelines related to technical implementation and upgrades, and reporting on outcomes.
  • Providing EHR and Cornerstone (Learning Management System) training, technical support, data analysis, and reporting for staff and training coordinators
  • Performing other program support tasks including procurement, budget management and reporting, coordinating office moves, scheduling meetings, preparing and delivering communications, and assisting with hiring and interviews.

Salary Information

The starting pay is between $33.00 and $37.75 per hour (approximately between $68,640 and $78,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former employees is based on the rules that apply to compensation for the applicable transaction. This position is classified as an Information Systems Business Automation Senior and is in pay schedule/range 07/34.

Job Details

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.
  • Mileage reimbursement to the employee's headquarter location is not provided.
  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all the following:
  • Experience providing administrative or IT support in a professional/business setting.
  • Experience developing and updating technical process documentation or training materials.
  • Experience managing or coordinating technical projects consisting of multi-phased developments (e.g., documenting and analyzing business requirements, creating project roadmaps, serving as a liaison between participants, presenting project status updates, reporting on outcomes, etc.).
Well-qualified applicants will also have one or more of the following:
  • Experience working with or supporting an EHR software system such as Oracle Cerner Millennium Health or Epic.
  • Experience working with or supporting a Learning Management System including analyzing and reporting on data from the system (e.g., learner progress, training effectiveness, completion rates, etc.).
  • Experience in full-cycle project management which includes managing projects from inception to completion.
  • Experience working in a healthcare or behavioral healthcare setting.
